Maintainer notes:
A number of critical bugs, that showed up since the last version released for Fedora, has been fixed: problems with Spider SE on armv7hl and several problems with replication.
The package source is NOT the officially released tarball for 10.4.10 version, but a later snapshot of upstream Git, in order to contain some critical patches without which the package won't be fit for release to Fedora.

Highlighted changes:
Option "wsrep_cluster_address" in "/etc/my.cnf.d/galera.cnf" now MUST be configured, or the server will refuse to start, when replication is enabled (option "wsrep_on" is set to "1")
That means, when you install "mariadb-server-galera" package, the server won't start out-of-the-box anymore and requires to be configured prior first start.
Plans for future:
A 10.4.11 version should be released soon. If no issues would be found, I will try to pack it into base Fedora Rawhide (= NOT as a module; but the module will be also available)
