• Feature: Add --zi option to control the number of Zopfli iterations.

Update rust-libdeflate-sys and rust-libdeflater to 1.22.0, to match libdeflate 1.22, https://bodhi.fedoraproject.org/updates/FEDORA-EPEL-2024-71206e1b4d. While these versions are not required to be strictly aligned in EPEL (and there were no code changes in the Rust crates from 1.21.0 to 1.22.0), we still follow the upstream version convention as much as possible.
