Update the Rust packaging toolchain to the latest version:

  • rust-packaging v24: definition of default Rust compiler flags is now available in the default buildroot, other minor macro fixes
  • cargo2rpm v0.1.2: new backend for cargo RPM macros, with support for cargo 1.60+ feature dependency syntax, and partial support for cargo workspaces
  • epel-rpm-macros - add the new rust-srpm-macros-epel package to the EPEL buildroot
