Update the flit project to 3.9.0 from 3.4.0. Split out python3-flit-core and python3-flit into separate SRPMs. This is needed for awscli2.

Tested upgrade path in mock and it works fine. Already tested rebuilding flit-core and flit dependent packages in COPR and that works too.
