Update gperftools to 2.8, in order to enable libprofiler on ppc64le.

ocs-ci tier1 tests on ppc64le, show more stability and no out-of-memory related restarts of the ceph-osd pods with this version of gperftools.
perf results with fio also show a marked improvement (20-50%) on ppc64le.
ocs-ci tier1 and tier2 tests on IBM Z ran without any OOM restarts of rook-ceph-osd pods with this version of gperftools.
It seems that s390x is not enabled in the upstream Github project. That can be the problem in our case.
ocs-ci scale tests on ppc64le also shows improvement.
Scale results also looked better. No OOM occurences.
This update can be pushed to stable now if the maintainer wishes
I deployed OCP and OCS environment with this fix and verified it. I did execute FIO and OCS-CI commands. I also checked the Ceph Health status to be OK during and after the test executions. Looking good.

After testing this more widely in Ceph's Teuthology framework upstream, we found this version of gperftools crashes. I've opened https://bugzilla.redhat.com/show_bug.cgi?id=1933792 to track reverting this update.
