I can update it gracefully on my CentOS Stream 8 machine and able to install it on quay.io/centos/centos:stream8 and quay.io/centos/centos:8 container image.

dnf --enablerepo=epel-testing update python3-certbot-nginx
Installed certbot per holishing's comment and it's functional.
This update can be pushed to stable now if the maintainer wishes
