Update meson to 0.55.1 (from the 0.47). This includes few breaking changes related to the cross-compilation and version comparison (this one just makes it closer to pkg-config/rpmvercmp algorithm).
The epel-rpm-macros now includes backport of %_smp_build_ncpus from RPM 4.15.
