I ran sudo dnf offline-upgrade download with updates-testing enabled in a Fedora 39 KDE Plasma installation. Many dnf problems involving Qt 5.15.12, python3-pyqt5-sip, and python3-qt5-base-5.15.10-2.fc39 and packages that depend on them such as krita, backintime, hplip-gui, etc were shown. python3-qt5-base-5.15.10-2.fc39 requires (python3.12dist(pyqt5-sip) < 13~~ with python3.12dist(pyqt5-sip) >= 12.13) https://koji.fedoraproject.org/koji/rpminfo?rpmID=36889817 but python3-pyqt5-sip-12.12.2-1.fc39 provides python3.12dist(pyqt5-sip) = 12.12.2 https://koji.fedoraproject.org/koji/rpminfo?rpmID=35395736
