I want neither of those installed on my host system.This has been discussed in https://github.com/rpm-software-management/mock/pull/1220 (this change is expected even per the cited 5.1 release notes). Recommends is just a weak dependency you may decide to not install with mock. Here it is really hard to find a default that suits everybody, but if we really need to flip the default again, some broader discussion should be started (we can start the fedora-devel discussion ourselves, but if you want us to, but please at least submit an upstream issue for this).
