Upgrades are not possible on F38->F39 due to bug https://bugzilla.redhat.com/show_bug.cgi?id=2251262

arcivanov: That is not a kernel issue, and is not a problem with this package. The kernel install scripts are owned by systemd, and no kernel update and work around a bug in them.
