The duplication of /usr/bin/lsb_release was identified during the package review, and the appropriate Conflicts directive was added, per the conflicts policy.
There are currently zero issues in the upstream issue tracker. If you believe it to be buggy, please back up that claim by filing bugs with the upstream.
This state of this package is sufficient to be pushed to the stable repo.

The codename is indeed a flaw. Do you know of an example of the missing codename actually affecting third party software that requires the lsb_release command to be present? Please file an upstream bug about that if it's important to you.
The LSB version and short version being n/a is correct. "Display the version of the LSB specification against which the distribution is compliant." Fedora is not compliant, so n/a is the correct response. If anything, redhat-lsb is the one that is wrong here, because it's displaying an LSB version string when the system is not complaint.
I look at Fedora software and try do my best , I see many things unmaintained , and try try fix , with one priority order , lsb was one of them , but after I fix the thing you came up with better solution, why you didn't fix this package 8 year ago ? , why suddenly you remember that remove lsb is the best option ? , lsb is on rhel 8 .
Maybe I can send to you list list of things that I'm planning todo , to Neal Gompa fix it

also is add one lsb-release with hyphen and is not needed , is a symbol link that just brings more confusion , the command is lsb_release
the version name is hard coded https://github.com/thkukuk/lsb-release_os-release/blob/master/lsb_release#L196 , so I suppose this won't work on centos clones like rocky linux or scientific linux
