This update fixes installability and build issues with python 3.11.

Some highlights from upstream changelog since 0.0.18:

  • CHECK regex match: fix case when there are two+ "CHECK:" in a check line
  • Add support for relative line number expressions
  • Force stdout to always encode UTF8
  • Treat inputs as UTF-8 (both stdin and check file)
  • CHECK: regex lines: match full lines when strict mode is enabled
