This and also kernel-5.19.3 fail in initrd-switch-root.service owing to "Specified switch root path /sysroot' does not seem to be an OS tree. os-release file is missing." The /etc/os-release symlink points to /usr/lib/os-release, which exists and looks to be the correct data. My work-around has been to fall back to kernel-5.19.2, which boots without any problems.
