This update makes jpegxl-libs no longer recommend the GIMP jpegxl format plugin. This was problematic as it caused anything that depended on jpegxl-libs to pull in GIMP, and hence also Python 2.x and GTK+ 2.x, when they would not otherwise have been installed. This particularly became an issue with this aom update, as that update makes aom depend on jpegxl-libs, and several things in default KDE and GNOME installs depend on aom.

Works fine, I just installed jpegxl-libs and now the updates do not want to pull in Gimp etc..
Confirmed the update reduces transaction from 50 packages to 1.

Tested on fedora workstation vm running in gnome box with allocated 20gib hdd and 2.5gib ram. Host OS is Fedora workstation running on 10th gen intel i3 processor, 8gib ram and 1TB hdd(HP 240 G8 laptop).
