Detect FIPS using SECMOD_GetSystemFIPSEnabled in the new libsystemconf JDK library

Previously, OpenJDK detected whether the system was in FIPS mode or not by checking the system crypto policy. With this update, it now makes a call to the NSS library's SECMOD_GetSystemFIPSEnabled instead.

How to install

Updates may require up to 24 hours to propagate to mirrors. If the following command doesn't work, please retry later:

sudo dnf upgrade --refresh --advisory=FEDORA-2021-b6a1692f25
