SECMOD_GetSystemFIPSEnabled in the new libsystemconf JDK libraryPreviously, OpenJDK detected whether the system was in FIPS mode or not by checking the system crypto policy. With this update, it now makes a call to the NSS library's SECMOD_GetSystemFIPSEnabled instead.
