Update to network-manager-applet-1.16.0-1 and libnma-1.8.28-1.

these are the first versions where libnma is in a separate (source) package and separate upstream repository.

Looks good, works both on GNOME and on Pantheon. Should this update be included in the fedora 32 GA or is it fine as a zero-day update?

@decathorpe I think this is fine as a zero-day update, or even later. Since this is an unusually large change, I would give it plenty time in testing. No rush.
