Add explicit Recommend for gnome-shell-extension-prefs, and rebuild for EPEL8.
The gnome-shell-extension-prefs tool, which is used to configure extensions, has been split off into a separate package... That probably ought to be required by GNOME Tweaks, and is being tracked in RHBZ #1812779. But I figure I'll make it into its own Recommend anyway.
