ibsepol and libsemanage used to have few symbols defined twice and used symbol versioning for them. But when LTO was enabled these symbols were completely dropped during compilation, see https://github.com/SELinuxProject/selinux/issues/245
This update ships libsepol and libsemanage with bumped sonames, rebuilt sssd and shadow-utils, libsepol-compat and libsemanage-compat with original soname version for short time transition persion.
