Fix python3.7-config --configdir command on 64-bit architectures.
The command must return /usr/lib64/python3.7/config-3.7m-x86_64-linux-gnu (lib64), whereas it currently returns /usr/lib/python3.7/config-3.7m-x86_64-linux-gnu (lib).
