This update corrects some dependency issues in tito.

It removes a dependency on fedora-cert which has not been necessary for some time, and prevented tito from installing properly on Fedora 29 and later as the package has been retired.

Tito also assumed that the cheetah binary would always be in python-cheetah, but this is no longer the case in Fedora; it is now in python3-cheetah. This meant that if you did not happen to have python3-cheetah installed for some other reason, any tito path that went through the code that calls cheetah would fail. This has been fixed.

sudo dnf upgrade --refresh --advisory=FEDORA-2019-f3904f0db6
