Update to the 2019.04 GA release

Fixes for some AllWinner, Tegra and i.MX6 boot issues.

Reboot Required
After installing this update it is required that you reboot your system to ensure the changes supplied by this update are applied properly.

How to install

Updates may require up to 24 hours to propagate to mirrors. If the following command doesn't work, please retry later:

sudo dnf upgrade --refresh --advisory=FEDORA-2019-71dc167df7

Tested on the Banana Pi with SATA (fixes #1700856), Pine 64 Plus (aarch64) and the Raspberry Pi 3.

Tested on pcduino3-nano (an A20 board). Works great. Don't have the cables to test the SATA boot, but nothing broke with it.
