Changes:

Fix a bug where the master branch had to exist on module component git repos even when they were not used
Fix an issue where local builds get their stream overwritten by the base module stream
Fix -debuginfo/-debugsource package handling for the Koji Content Generator build
Expose the stream version of a module in the REST API
Fix buildrequiring a virtual stream of a base module
Add support for the stream_version_lte parameter in the modules REST API endpoint
Order the module version as if they were integers instead of strings in the REST API
Accept multiple order by parameters of the same direction in the REST API
Allow configuring "release streams" for base module streams and how they affect the stream version
Convert the stream version to be a float
