Update to latest dnf and libdnf. Includes fixes for a couple of issues that affected composes, plus many other updates and fixes.
The lorax update adds a missing dependency which previously showed up anyway as dnf depended on it, but dnf no longer does, so lorax needs to express it itself. The anaconda update ensures compatibility with DNF 3.5, as well as fixing several other bugs.
Updates may require up to 24 hours to propagate to mirrors. If the following command doesn't work, please retry later:

So...now we should probably re-push this only with a libdnf-0.17.2-2 build with the crasher fix...only the git branches are now onto 0.19 (which goes with dnf 3.5). Should we be trying to do a 0.17.2-2, or just update this update to be dnf-3.5 / libdnf-0.19 ? @jmracek

Eh, let's just make it the 3.5 update! libdnf 0.19.1 should include the 1626851 fix, so you don't lose that fix on update from Beta any more.

So I tested both a netinst and a live image build with this; both worked, and both images were installable, no trouble. However, testing an offline update of the installed live system (to packages from u-t) ran into a crash at the end of the update process (resulting in the update boot just hanging until I hit the VM's power button): https://bugzilla.redhat.com/show_bug.cgi?id=1629340

Beta RC1 (with dnf 3.2.0) seems to run into 1629340 as well, so AFAICS, this update is at least no worse than what's in current stable, by my testing.

This update also needs python-blivet-3.1.0-2.fc29 to be added, as it was part of https://bodhi.fedoraproject.org/updates/FEDORA-2018-85853d46b5 which for some reason newer got to compose and is now obsolete in regards to this bodhi update.
If this updates goes to stable without the updated Blivet, there could be issues with the resulting compose, especially on ARM.
