AMD 965, x86_64 work station, Plasma DE, X-server, nVidia card GTX 650 (GK107) + nVidia RPM's from Negativo17.
wfm: desktop 16GB Intel i7-3770 CPU, laptop 8GB Intel i5-2520M CPU Lenovo T420 - all using the Mate Desktop Environment (regression tests okay, apart from the laptop taking about 106 minutes, more than 10 times longer than for kernel-4.19.5-300.fc29)

Can you file a bugzilla with the dmesg attached? Also, can you reliably reproduce this? Is it reproducible in v4.19.5? The patch you linked is actually one of the patches Fedora is carrying - it's been in v4.19.5 and is also included in this kernel. Upstream stable has it queued for v4.19.7.

jcline, this random crash (don't know how to reproduce it) first happened in 4.19.6, never happened in previous kernlels, including 4.19.5.
4.19.6 has run normally. The default tests passed or skipped.
When booting into 4.19.6-200.fc28.x86_64 it does connect to internet through the cable, unlike the previous kernels from the 4.19 family.

Tested on local machine with AMD Ryzen 5 2400G. Working and gaming works without issues.
For the record, this kernel seems to have once again brought down the fun with ACPI on Atom systems? Thankfully systemd journal saves again.
