Bumped soname and didn't rebuild all packages so breaks upgrades. eg nng
Bodhi is disabling automatic push to stable due to negative karma. The maintainer may push manually if they determine that the issue is not severe.
"dnf repoquery --whatrequires 'libmbedtls.so.12()(64bit)'" is simple enough to run to work out what you need to rebuild and add to the upgrade

Thank you for the report. Missed it. Checked only F28 with dnf repoquery --whatrequires 'libmbedcrypto.so.()(64bit)' and dnf repoquery --whatrequires 'libmbedtls.so.()(64bit)'
I will rebuilt the missing packages and they will be added to the update.
