Bodhi is disabling automatic push to stable due to negative karma. The maintainer may push manually if they determine that the issue is not severe.

@xosevp it's fixed, but not yet mashed, pushed repositories and propagated to mirrors. Wait until libglvnd-1.0.1-0.7.git5baa1e5.fc28 is pushed to testing or download it manually from https://koji.fedoraproject.org/koji/buildinfo?buildID=1092019
dnf list installed libglvnd* will show you which packages you need to download.
No regressions spotted with libglvnd updated manually on Intel Q45, 965GM, Ivy Bridge mobile/AMD Turks and AMD Oland (on xorg-x11-drv-amdgpu).
With the libglvnd update the update process works. We need to wait for the changes to be rolled into testing and then for the changes to propagate to the mirrors.
Sorry about the +1 before. Completely missed the fact that dnf skipped a whole bunch of stuff.
@ozeszty another option to upgrade from koji is using the command line tools (I am using x86_64):
cd tmp koji download-task --arch=x86_64 27617648 dnf upgrade * # to upgrade the dowloaded packages
dnf upgrade

With libglvnd* in place all works as expected
The updated libglvnd did the trick. Thanks for the quick fix.
Installing the packages unblocks updates for mesa-libglapi, mesa-libGL and chromium. Tested chromium on https://www.wirple.com/bmark/ , all is good.
