Update DNF to 3.6.1 and libdnf to 0.20.0. This should fix several outstanding bugs, including some Fedora 29 release blockers. The other updates include changes required for the packages to work correctly with DNF 3.6.1.

I think we should not send this to testing until it has the other builds that are needed associated with it.
It's not just about the other builds, it's about whether we actually want to send this version of DNF out at all, or wait till we have one which does something more sophisticated about the config option thing. That's what https://github.com/rpm-software-management/dnf/pull/1226 is about.
Also, we cannot easily just combine all the existing builds in this update any more, because @ngompa sent out a separate update for one of them. We would need @bowlofeggs to fix that up behind the scenes.
Please do file me an issue at https://pagure.io/fedora-infrastructure/new_issue if/when you want me to shift some builds around. it stinks that Bodhi doesn't work well when that happens :/
So since we have a DNF test day tomorrow, I am gonna re-submit this update with the anaconda and lorax fixes included, with auto-push disabled. We had a successful Rawhide compose with that set of packages, so it ought to be okay.
