gnome-software 3.28.1, together with required PackageKit and libappstream-glib updates.
The main highlight of this update is much improved Software Repositories dialog which now among other things supports installing the fedora-workstation-repositories package with its various third party repos.
There's also a category pages redesign, and a HUGE number of bug and paper cut fixes.
PackageKit 1.1.9 adds basic cache cleanup, removing old cache directories for previous release versions (24, 25, 26 etc) when running on Fedora 27 -- something that people have been asking for a while. (There's more cache cleanup fixes to follow in the future, this is just a first step.)

Doesn't solve https://bugzilla.redhat.com/show_bug.cgi?id=1440331 for me; Totem says the codec is not installed, but when going to software it shows it as already installed.
That sounds like a different issue. I suspect it may be something with high and low H.264 profiles, where Totem needs the high profile and the openh264 codec only ships the low, or something along those lines.

I edited the update to have gnome-software 3.28.1 instead of 3.28.0. This should fix most of the issues reported here. Big thatnks to everybody who helped with testing and reporting issues!
