Backport fixes for two significant bugs from master. This should fix dnf system-upgrade on F29+.

Bodhi is disabling automatic push to stable due to negative karma. The maintainer may push manually if they determine that the issue is not severe.

Yes sorry, I made the comment on Bugzilla instead.
So the issue to make an upgrade to rawhide still here after the update and cache cleaning. I tested on two different computers.
Finally after cleaning json file, it works well. Thanks
The fix here is not yet complete (if you've already triggered the bug, you have to manually wipe a JSON file before things will work), but it is an improvement (if you haven't already run into the bug, you'll be fine), so I'm gonna go ahead and send it out. We can fix the 'already hit this bug once' case in a future update.
