This update makes file trigger scriptlets run man-db cache update in a transient service configured to prevent system from reboot/shutdown until it finishes.

So long-running cache update should no longer block dnf transaction, but at the same time it shouldn't be possible to interrupt the update prematurely leaving man page index corrupted.
