This is not a packaging issue but in switchboard I can not find how to set the gtk theme to elementary theme and change the icon theme too.
I can set the wallpaper with another tool, (eog - eye of gnome).
I do not have gnome installed, I do have cinnamon and very releases ago cinnamon settings are independ of gnome setting, maybe installing the gnome-tweak-tool I can play with this but this will install as dependency the gnome-shell, this could be a issue if for example there are plans to release a pantheon spin of Fedora ;(

switchboard does not provide UI to change the GTK and icon theme (neither does gnome-control-center, for that matter).
If you don't want to install gnome-tweak-tool, you will have to resort to using the
gsettings
command line tool:gsettings set org.gnome.desktop.interface icon-theme elementary
gsettings set org.gnome.desktop.interface gtk-theme elementary
Beware that this will also override these settings in other desktop environments.
As a side note, please don't use bodhi comments for "bug reports", it's very likely that I won't see your comments here.
