Note that this doesn't fully address https://pagure.io/atomic-wg/issue/282 until a new anaconda package that includes https://github.com/rhinstaller/anaconda/pull/1122 is submitted. Though I did verify that the new fedora-productimg-atomic package does not negatively affect the installer with or without the anaconda patch that enables locale introspection.
