Most menus appear not translated in 3.16.5 e.g. in the German and in the Italian locale, but probably with all non-english locales. This is a clear regression as there was no such issue with 3.16.4.
Oh well, english menus in German environment might be an issue with the build infrastructure as a locally rebuilt file-roller 3.16.4 exhibits the same problem while the official 3.16.4 build from Fedora repos shows German menus. Probably many more packages could be affected...

The issue with file-roller in English despite German, Italian etc. locale is fixed in file-roller on the master by https://git.gnome.org/browse/file-roller/commit/?id=60ef92b66fec1ba86736fbe0df1db5b0a28a2d63
The patch applies as-is to the 3.16 branch (the offset of -4 lines for the first hunk doesn't matter), I can confirm that it solves the problem.
@mclasen: is there any chance of inclusion of the aforementioned LOCALEDIR patch downstream in Fedora and a quick respin of this file-roller update, please?

As of 3.16.5-2.fc23, both issues (p7zip handling and translations) are fixed, no regressions spotted on x86_64.
file-roller-3.16.5-2 appears to fix the translation issue
