I did not reproduce the issue with GNOME, so this seems to be KDE/sddm related. However, @ajax, please don't use karma autopush for critical pieces of infrastructure, or set the limit really high (>10). We need to ensure critical packages stay at least a few days in updates-testing before going stable. I'd like to see this as a system-wide policy, but it was rejected in the past. So currently it's up to package maintainer decision and needs to be taken care of manually.
I too see X seem to freeze for seconds at a time (even mouse doesn't move) in plasma session using intel driver. freeze was longest at initial login, for over 30 seconds.
@anonymous: you are annoying - i changed no view - the sqlite update WAS INSTALLED on my machines because i use "fedora-easy-karma" which only offers sucessful installed packages to give karma - and it annoys that you are the only one not using a login for karma
pushing a update to updates-testing days after a bugreport and 17 seconds later "This update has been submitted for stable by bodhi" is unacceptable and it's a completly different world if you or dns as so often are not able to solve deps or push a update in the critpath which breaks machines
Following your logic I could not but add to karma of this update if it was successfully installed and works on my machine for days after a bugreport :))

your "Protected multilib versions: sqlite-3.11.0-1.fc23.x86_64 != sqlite-3.10.2-1.fc23.i686" is a total different story, i have seen so many peoples in the past years not able to realize how multilib plays together - be it manual downloads ad forget the other arcitecture package or hit a bad mirror

Fwiw, did not experience these problems using modesetting driver (which I've been trying out of necessity due to regressions in previous intel driver update https://bodhi.fedoraproject.org/updates/FEDORA-2016-606ca05253 )
