sqlalchemy-1.1.0 is not backwards compatible with 1.0.x. It's pretty late in the cycle to push a backwards incompatible change out to Fedora 25, given that changes were supposed to be in by the alpha for testing. I suggest considering holding this for Fedora 26 only.

This work for me, but I am not given karma for the 1.0 t0 1.1 update, maybe a note in Release Notes is at less necesary

This has been in testing for long enough without a single bug report, pushing to stable.
