remove deps on systemd, run .timer only when systemd is installed preun missing condition on number of man-db packages installed, this will not 'disable and stop' man-db timer after update remove executable flag for .service and *.timer file

Lately minor changes has been made which needs to be tested: cron replaced by systemd's .timer, removing dependency on systemd so .timer is enabled only if systemd itself is installed on the systemd (#1119625).
