This update makes gnome-initial-setup handle variations in the way in which the privacy policy is specified in /etc/os-release, and it avoids locking up keyrings of preexisting passwordless users with a 'secret' password.

bug 1222052 is fixed - keyring is created for passwordless users on first usage attempt. bug 1182635 is fixed from g-i-s side - it works well with PRIVACY_POLICY_URL
