Rebase to new upstream version 0.11.12
Summary against v0.11.10 - fixes for decoding problems. - updated man and help page - fixtraceback when INI file is corrupted. - several test for API. - removing post and apply functionality - separation report from admin/user content point of view. - fixed troubles with invalid xml report after user/admin separation, which produce many warning messages with actual openscap - removed 'flush' argument from print function, which causes crash of application

html files generated right. I had old contents for testing. However there was another problem with solution files. Fixed

get back. So still it's broken. html files doesn't contains solution text, due to different format of html file generated by openscap.
