This update backports a few bug fixes from upstream, notably making it possible to use the new dnf-plugin-system-upgrade plugin.

• Correct punctuation displayed to users while applying offline updates
• command-not-found: Don't run if bash command completion is being run (#1164410)
• pk-offline-update: exit quietly if we didn't prepare the update (#1252500)
