This fixes the rendering problems observed with the previous release
chromium-113.0.5672.63-1.fc38.x86_64 that dumped a lot of SKIA shader link failures to the log and didn't render anything correctly:

Please note that I needed to execute
# systemctl lircd.socket irexec
lircd.service fails to start without lircd.socket being active. This might be intentional, just documenting it for other users.

According to bodhi the python package is not available for F28
gstreamer1-plugins-ugly @ rpmfusion/free needs to be updated too when the -free package is updated @ fedora:
