This is new with mate-themes-3-22.18 and not a panel bug. https://github.com/mate-desktop/mate-themes/commit/8c49f552749d3532efc376006f4ec70801cf0d0d File out a report against mate-themes and i will show you to disable this setting. Please give new positive karma, or do you like to block serious bug fixes? PS: i am using a transparent panel and i like the the new thin border. We had reports from people who didn't like the flat style without a shadow or a border. So this is intentional by mate-themes.

Rest looks OK, setting default background for MATE destop via gsettings is working. [org.mate.background] picture-filename='/usr/share/backgrounds/f28/default/f28.xml'
Why we have double images (dark-blue) ? [root@f28 /]# ls -l /usr/share/backgrounds/f28/extras/ <cut> -rwxr-xr-x 1 root root 221841 1. Apr 2017 dark-blue.jpg -rwxr-xr-x 1 root root 56883 1. Apr 2017 dark-blue.png <cut> Both will display in slide-show?
