I tried to build serveral packages and no problem found.
Testing GNU tar build: ... 132: extracting sparse file over a pipe ok 133: storing sparse files > 8G ok 134: storing long sparse file names ok ... Looks fine, thanks for quick fix!

@dustymabe -- have you filled a bugreport for that?
It's actually serious packaging issue to have higher NVR in F22 than in F23. Not having python3-dbus is low prio issue to block this update and can be fixed later.
This basically blocks all upgrades from F22 to F23 if atomic is installed.
Broken upgrade path? This is in stable F22 if I'm not wrong. Please push ASAP.
I had to use 'mock -r .... --enablerepo updates-testing' to see that it actually really works. Just updating 'rpm' both inside mock and on my F23 box did not help.
