Sorry for the noise, it was my fault.
I used koji to get the packages and I think I accidentally did a "dnf install .rpm" instead of "dnf upgrade .rpm" after the download (that included the devel package).
I just did it again correctly and it was fine. Sorry about that.

Is there a reason upgrading elementary-code now wants to install elementary-code-devel? It is a 156MB payload.
