Looks like it is not a new regression, xfce4-weather-plugin-0.11.2-2.fc41 has the same problem.
Not sure if this is a new regression, but if you right click and select properties, then click "help", the "close" button does not work to close the properties dialog. If you close with the "x", later "properties" is greyed out and can no longer be selected.
