--path option is now validated using validate_path, but that makes test_no_config_file_is_create in fedpkg fail because os.path.exists is mocked to return False.

That's strange, because both python3-pyyaml (BaseOS) and rpmdevtools (AppStream) are in RHEL 9. But you are right, they are missing in UBI 9.
