AMDGPU and all devices on my desktop work + no regressions noted + no longer need to layer rtl8761b as it's now included YEIH!

Can confirm: appears to fix the AMDGPU power management issues.
Alex Deucher from AMD has confirmed the above issue for 5.12.13. The bug has been fixed in 5.13 and fix is submitted for stable.
Quite a few people report 5.12.13 completly breaks power management for AMDGPUs.

Tested it daily for a week. There are many improvements. Noticed one bug: Lutris shows an icon error for the Wine icon, which was previously working. May be unrelated.
