Hmm, for me dnf just picks the first match (lexicographically, I guess) which happens to be "eclipse-nls-ar" and proposes to install only that. This is my dnf output: https://paste.fedoraproject.org/390591/04320146/

Clearly it does not affect everyone. I will push the update since pre-release Fedora has updates-testing enabled by default anyway. Let's continue working the problem in the bug.
@pedrolamarao: Thanks for testing. It's hard to say without seeing the log. Can you file a bug on component "eclipse" and attach it? That way I can inspect it.

Since IMO not being able to scroll at all is worse that a non-functional minimap (and the work-around is identical to before) I will probably push the update anyway. I should imagine that minimap fix will probably come from PyDev project when they start building against newer Eclipse Platforms.

No, it shouldn't matter -- just make sure to remove any language-specific package before upgrading, this way you can test that you don't get all of them installed all trying to obsolete the same package :-) (i.e. same scenario as you highlighted above)
