Breaking ABI is not OK without rebuilding all dependent packages (if that's even possible), and shouldn't happen so late in the Fedora 37 cycle anyway.

Looks like this update got stuck in "pending" while 2.3.0-10 was already pushed to stable on F36 and F38.

Why has this update been unpushed from Fedora 37? It is stable for all other branches already, and right now Fedora 37 has an older version of certbot than all other branches of Fedora. Please try to fix this before the final release of Fedora 37.
