please try:

root# dnf install https://kojipkgs.fedoraproject.org//packages/vdr-vnsiserver/1.8.0/3.fc33/x86_64/vdr-vnsiserver-1.8.0-3.fc33.x86_64.rpm

I assume you are missing vdr completely and rpm (in difference to dnf) does not use depencidency. If not, please try to remove everything with vdr completely before trying the above:

rpm -e vdr
